USB drive on Windows Server 2000

I am having some issues with a USB 2 hard drive that is
connected to a Windows 2000 server.

If I connect the USB drive after the system has booted up
the drive is seen and works fine.

When the system is rebooted the drive is not properly
recognized and is not present. Unplugging/re-plugging
the drive solves the problem.

I want to leave the USB drive attached to the Windows
2000 server and have it recognized and mounted for all
users at all times - even after reboot.

How can this issue be solved?
