When I plug in my SanDisk USB 2GB drive I get an error message:

"I:\ is not accessible
The request could not be performed because of an I/O device error".

This drive works on other PCs and other drives of lower capacities wok on
this PC. Does anyone know of a fix for this?

I would run the MS USB diagnostic program and print the results here.

I think the first 2 things I would want to know is whether the port
on the machine that is a problem is 1.1 or 2.0 second I would want
to know what service pack you are using for WinXP.
