USB Drive Insertion Causes Machine to Power Down

Greetings,
I have a stange problem at my work. We have 3 or 4 machines,
different hardware in each, that all seem to power off when a USB Drive
in plugged in when the machine is turned on.

What happens is that a user plugs in their USB flash drive, and the
machine goes dead 1 out of every 50 or so times. You have to unplug
the machine for awhile, and then you can turn the machine on. All the
other times, it works fine. This happens using various different USB
Drives, and the machines, as I have stated before, are different
hardware in each. This problem does NOT happen, though, to other
machines that DO have the SAME hardware. This makes this problem a
pain to diagnose and fix.

My current theory is that when one plugs in a USB Drive, it can
cause an instantanious voltage drop 'somewhere' in the
motherboard/power supply, and that triggers the board into thinking the
power supply voltage is bad, causeing the machine to turn off until the
power cord is unplugged long enough for all the power to dissapate. I
have replaced the power supply in an effort to determine if a new power
supply will solve the problem, as well as thought about using a Powered
USB Hub to determine if that would help.

Any thoughts would be appreciated.
