USB does not work

I have a new motherboard, CPU and memory. I used my existing hard
drives and CD-ROM drives. The computer boots up and almost everything
works except the USB ports. Nothing I plug into any of them (there
are 4) will work. I've tried a USB printer, USB mouse, and USB SD
card reader. The devices do not light up.

I've tried updating the driver from the CD and that did not work.
I've tried uninstalling and letting the system re-detect them and that
doesn't work. I've tried contacting the motherboard manufacturer (PC
Chips P23G) and their suggestion was to put the BIOS back to
defaults. I tried that and it didn't work.

The only other option I see at this point is to re-install Windows
from scratch. That means a lot of work installing my programs, which
I'd obviously like to avoid. I guess I'm wary that it will solve the
problem as updating the drivers didn't solve the problem.

Any other suggestions before I take the extreme action?

ensure you plugged the usb wires in correctly to the motherboard.
the devices are not getting power from the USB, hence wrongly plugged in.

Open the setup/BIOS and enable USB.
