USB device, unremove, start, re-attach, after safely removing

Windows XP Home SP2

Occasionally, after I safely remove my USB external disk, I decide to
unremove it, but I don't know how to do that without power-cycling it or
re-plugging the USB cable.

Is there a way to "mount" or "re-attach" a USB device without unplugging or
power-cycling it?

No, USB is not made for that. All you can do is to put
an USB hub before the drive and deaktivate+reactivate
it. This will wake up all devices attached there.
