USB 2

I have just installed a USB 2 PCI card which appears to be working normally.
It shows in device manager as 'VIA USB enhanced host controller. I now find
that the computer wont shut down - it goes through the normal shut down
sequence and immediately reboots. Is this a hardware problem and has anyone
got a fix please?
