I have installed XP, and now my external CD-RW when
plugged into the USB port gives the "A High Speed USB
device has been plugged into a Non-High Speed USB port"
(or something like that). I've loaded, reloaded, removed,
reloaded, yadayadayada, to the extremes every USB driver
that I have (motherboard, CD-RW, and XP). It worked fine
with Win 98 SE. I downloaded a USB update from the
Microsoft site, no fix. I also have a scanner and remote
control on the USB but they are plugged in the back, and I
don't get messages about them. Not sure if they are 1.1 or
2.0. No faults shown on System Hardware for USB and all
ports are reporting. Help please.

First make sure you have USB 2 ports. If so, XP supports USB 2 via the SP1
patch. So you need to install the SP1 update. Then all should work well.

You most probably do not have a USB 2.0 controller (unless you installed
some third party card, a Win98 period machine would not). And as Win98
does not know about USB 2.0 it makes no comment and just uses the USB
1.1, which is adequate for CD-RW up to 8 speed. XP knows that you have
not got the hardware and lets you know. A USB 2.0 PCI card is not very
expensive now
