Remove all USB ports and hubs. Reboot and let XP re-detect them.

see it in the device manager and yet when i plug a device
in to it i get a box saying that there is a 4 port device
and to plug in to it yet that is the device i am

Do you have an IRQ enabled for it in the Bios?

yes all irqs are there in the bios think if i want usb2
i better just buy a new motherboard with it on instead of
these add on cards

What make of MoBo and USB 2.0 board is it? You might try flashing the MoBo BIOS. If the MoBo uses a VIA controller see of the MoBo has updated drivers.

If the USB 2.0 card has a VIA controller that could be you problem, they're known to have compability problems.
