USB 1.1 device

On two of my desktops both with intel boards and windows
xp, USB 1.1 devices are not recognized. Drivers for the
1.1 controllers are installed according to device
manager.

I would suggest you to update the mobo BIOS and the chipset drivers
Install SP1 or SP1a as well if you haven't installed then re-install the USB drivers

To re-install USB drivers
Boot in safe mode and login as administrator; go to device manager and unistall the XXXPCI to USB Open Host Controlle
and then reboot
After reboot, the computer should find the USB controller and re-install the drivers
