us international setup error

Hello,

After years working on English/US International language my new
WindowsXP setup lost US International and refuses to reinstall it.
English (United States) - US is okay.
I did the setup as usual at Regional and Language Options/Languages/Details
Then Add and at Keyboard layout/IME I selected US International. After
clicking OK the response is:
"Windows could not properly load the English United States International
keyboard layout."

So it seems that a related file is corrupt or something.

Any suggestion to overcome this problem?
