Uploading Outlook pst file - told file not compatible

New computer with Windows Vista Home Premium 2006, loaded Outlook 2002.
Tried to import recovered Outlook pst file, told "file is not compatible with
this version of the Personal Folders information service."

If the .pst file is in the Outlook 2003-2007 unicode format, you will not be able to use it. You need to open it in Outlook 2003-2007 and create an older version .pst file and copy the contents of the older file to the newer one.
