upgrading between editions

I want to know if I can buy any version of Vista, and decide later to upgrade
to a different edition. It seems to me this was supposed to be a feature,
and now that it's out I'm having trouble finding info on this.

Say I buy a Dell with Vista Home Basic preinstalled. What if I want
ultimate later on? Can I pay Microsoft and unlock the features without
having to get new CD media? Same with retail packages? Any good micorosoft
pages that talk abou this? TIA
