Upgraded Outlook now missing Office Shortcut Bar

Please Help.
I have upgraded Outlook 2000 to Outlook 2003. Since I have upgraded it I
cannot open the Office shortcut bar. It will not run. Is there any solution
to this problem?
 
Have you tried detect and repair?
