There's been no technical change that I'm aware of in this regards.
If you're talking about the exact same sharing permissions and vaccine
folder, then perhaps the users opening the database in what is called
exclusive mode. (this simply means that only one user will be able to open
the database at a given time).
I would check the users default setting in this case.
office button->access options->advanced
Scroll down to :
Default open mode:
[x ] shared
[ ] exclusvie
Make sure the setting is set to shared.
