Upgrade to XP problems

oy computer was running ME and I decided to upgrade to XP Home edition.
Installation proceeded ok up to the point where all windows files had been
loaded and the computer automatically restarted to continue the installation.
At this point the following message appeared: Windows could not start
bexcause the following file is missing or corrupt: Windows
root\system32\hal.dll. I have reinstalled twice, but the result is the same.
Each time I performed a full format to clean the hard drive of any errors.
Help please.
