upgrade to vista

I can find lots of comparisons of XP to Vista but none say what version of
Vista they are comparing. I assume new computers will come with Vista basic
so does anyone know how that version compares to XP. Does it have the new
security features or is this all a way for Microsoft to force people into
paying for upgrades when they buy a new computer ? Thanks for any info !
 
Here is the comparison of various vista editions:

You only need one DVD say Home basic and then you can upgrade it online
by paying for a new serial number. The new serial number will unlock
the features you have paid for without installing or physically
upgrading anything. However, if you tamper with serial numbers, then
vista will lock you out completely and the only way to unlock it is to
phone your nearest policeman aka M$ office!!

Is the withholding of prices intentional?
Those of us on SS seem to find price important to decision making.
