Upgrade HD in XP

What is the best way of tranferring all of my data and XP
software to a larger HD? Or do I need to re-install XP
and then copy software?

You will have to use third party software to transfer to another disk.
Norton Ghost is one of several programs or, some hard drives come with their
own. If nothing is wrong with the old drive, have you considered adding the
new one as a second drive?
