updating records in multiple tables

I need to be able to make changes to data in one table and have the changes
automatically appear in other related tables. I thought that this could be
done with cascade update and delete options but it doesnt seem to be working.
I end up with an error messages that says that I can not add or change a
record becuase a related record is required.
