Vista keeps downloading and installing the same update (.Net Framework
Version 1.1 SP 1 (KB929729), and each time it indicates it successfully did
so. How do I stop that loop?

Change auto update to download updates but to request your permission to
install. You will then have the "custom" install option - select the custom
option - opt not to install and check dialogue box not to notify you again
about the update.

Rest auto update to your previous setting if desired.
