updates

when i try to install updates for other programs my computer tells me it
cannot download because i must be running in safe mode. but I am not running
in safe mode.

What are these "other programs"?

Do you mean that they will not install because they think you are in safe
mode, or that you must switch to safe mode?

An easy, reliable and controllable way to switch to safe mode is to go to
Start, Run, and type MSCONFIG. On the boot.ini tab, select /safeboot and
Network. Choose Apply, OK, and restart. The system will restart in Safe
Mode with network support. When you're done in Safe Mode, re-run msconfig
and remove those two changes. Restart in regular mode.

Crystal ball here - sounds like a WI problem.

The "Windows Installer Service Could Not Be Accessed" Error Message appears When You Add

Error 1719. The Windows Installer Service could not be accessed. You may be running in
safe mode or Windows Installer may not be correctly installed.
