Yes. You can do an upgrade of Win98 to WinXP Home or Pro.
Always backup your sensitive files first though.

You can do so with either the Full or Upgrade version. However, note that the OEM version (which many people confuse with the Full version), can only do clean installations, not upgrades.

By the way, when doing an upgrade, it's highly unlikely that you will lose anything. But there are no guarantees, and it's always prudent to recognize that something *can* go wrong, and make sure you have a backup of anything you can't afford to lose.
