Update Menus?

No. This depends entirely on your requirements and skills.

Frames are a possibility, but they don't scale well and
they're hard to bookmark. The visitor's Address bar shows
the same URL (the frameset's) no matter where in your
site they happen to be.

The address bar issue is not a problem for me.
What scaling problems are likely to be encountered?
Would I need to use bookmarks for a simple menu?

Is it possible to set up a simple menu in a frame without limiting the
search engine scans of the whole website?

The problem is that visitors can't bookmark pages within
your site, or send URLs to friends, or whatever. Whenever
they choose Add To Favorites, they add the Frameset, and
not the exact combination of target pages they like.

The scaling problems occur when you start wanting several
different main menu bars, or you want to do some fancy
hyperlinking, or you discover a few pages that shouldn't
appear within the frameset. You end up writing a lot of
fancy JavaScript and/or ASP code just to navigate aroudn
the site.

I have no idea, because I've never used framesets the way
you describe. I only use them for database maintenance
pages. And these, of course, are in secured areas of the
site where search engines can't crawl.

It probably depends on the search engine.

In general without creating a dynamic frameset with JavaScript, the search
engines will index your individual pages outside of the frameset, so when
users come to your site, they will not see the frameset or the site
navigation.
