Update (KB928366) will not "take"

The little updater notification flag at the bottom right of my display is
telling me I have Windows updates to install. It does not matter how many
times I tell it to proceed, it finishes the update, and then tells me again
that the same update is ready to be installed. I had Dell take a look, on
line, and they cannot figure it out.
How do I tell if the installation was actually successful?
How do I complete the installation, if it was not successful?
How do I make the notification go away, if it was successful?
Does this affect other automatic upgrades for Windows?
I am using Windows XP with SP2.

Try to uninstall the update, run disk clean up then try reinstalling it.
Uninstall Cleanup Tool for the .NET Framework 1.0 and .NET Framework 1.1

Hi,
to check install, go to updates site and click on "update history" and this
will tell you what happened, if a red dot, "did not install" click on red dot
for info

Have you rebooted the computer since updating?

In Start, Control Panel, Automatic Updates I have Automatic not
checked and have checked "Notify me but don't automatically download
or install". When notified I always commence the process by selecting
Start, Help and Support, Keep your computer up-to-date with Windows
Update and opt for a Custom install. You might try this first and
observe for effect.

Select, Start, Help and Support, Keep your Windows up- to-date with
Windows Update, Review your Update History and click on the Failed
Icon (if any) in the Status Column. What does it say?
