update.exe has generated errors

"update.exe has generated errors and will be closed by
Windows."

The above message comes up if I try to upgrade to sp3, sp4
ms04-011, etc.
The os is currently w2k sp2.
Bottom line is that Update.exe just will not run.
Any advice is appreciated.
 
We are experiencing the exact same problems on Windows 2000 workstations only. We have tried 'everything' short of format and reload (permission resets, sfc, security policy resets, in-place upgrade, etc.)
