Unzipping Problem..."Windows has blocked access..."

I'm trying to use Windows XP Professional's built-in unzipping utility to
unzip a file we received from a 3rd party. When I try to unzip it, I get a
Windows Security Warning dialog box that states: "Windows has blocked access
to these files to help protect your computer." Supposedly I should be able to
choose an "unblock" option under the properties of the file to allow this
ability, but the option isn't there. If I use Winzip to unzip it, it works
with no problem.

Any ideas on how to get this to work properly?

This was received as an attachment in an email in Outlook Express?

If so, open Outlook Express, go to tools/options/security and remove the
appropriate check from the box.

Doesn't sound like it. OE usually just has a message saying something to the
effect that potentially harmful files have been blocked.

This sounds more like when one downloads an .exe file, and is presented with
a run confirmation box before xp will execute the program.

I detached the file from Outlook 2003 and saved it to my desktop. Anyone have
any ideas?
