Unwanted search screen

If IE is launched after booting/rebooting the computer a quaint little program takes over IE and fills the screen with a window containing links for various topics. I used to be able to close the window by clicking on the "x" in the upper right corner of the window but now a small window pops up asking if I would like to close the window however when I click "close" the only window that closes is the little one I with the question. If I control/alt/delete IE and relaunch then the window doesn't pop up. What do I need to do to get rid of this little unwanted plugin?
