Every few days I get a pop-up that has "Microsoft Internet
Expolorer" in the title bar. The message inside is "Hey
Dude. click here for fresh teens." The "x" on the top
right corner is grayed out so I can't close it. The only
way to get rid of it is to reboot. How can I block these
kind of pop-ups?

This sounds like a messenger service popup.

For Internet Explorer popups, get the Google toolbar.

If you buy Ad-aware plus, beware of the registry change blocker
settings - they can stop your Windows Update security fixes taking if
you get them wrong.
