unwanted page breaks in reports

I've checked the controls in all report sections and don't find any page
breaks set to anything but "None;" however, I'm getting a page break after
the detail section and before the report footer -- which contains a
subreport. How can I prevent this?

If you want whatever of the subreport will fit on the previous page even if
the whole thing will not, set the Keep Together property of the Report
Footer section to No.

I've tried that, but the subreport is still printing on page 3 with a blank
page 2 in between ...
