unwanted home page & same popup

I have two problems that I would like to solve. When
Internet Explore starts, it doesn't go to the home page
that I want it to go to, instaed it brings be another
page. No mater how offen I reset the home page it goes to
the unwanted page. The second thing is the same little
popup that comes up that you can't close. I assume both
are related to some imbedded start file, but I can't find
it. Can anyone shead some light on this problem and the
possible fix.

I see other people mentioning the same problem, but there
is no visible response that could possibly solve
everyine's problem.
