Unwanted browser tool bar

I have recently noticed I have a new browser tool bar below my I.E. bar that
says "Remove" then has many search items across from it.
I think I've found it belongs to DialerPaltform Limted as Advanced Browsing
Technoligies.
Can anyone tell me how I can remove this? Or know who to contact for a way
to uninstall this item?
I'm actually still using WinME for my OS.
