unsafe attachments

When I tried to send my step daughter an attachment of MSN it said Outlook had blocked the potentially unsafe attachment. How do I set Outlook to allow me to send the files that I want? Can't I somehow set up Outlook to notify me if something might be unsafe, but to let me decide how to handle it?

Unblocking it on your computer doesn't unblock it for the recipient. The
best thing to do is to send it in a Zip-file.
