Unread Numbers do not Match.

I have a user (so far only one), when using Outlook 20000 to access his
inbox (on our Exchange 2000) it shows 4 unread messages (in folder list),
but scrolling through the messages (right pane) you can find no unread
messages. If he opens the same mail box with Act the 4 unread messages show
up. They are spam and thus not important. But I worry about the cause and
what happens with stuff that does matter.
Has anyone seen this or have a suggestion?
Thanks for your time.

I did not explain it quite right. It is not that the Unread Flag does not
change (hence your idea of the private setting to stop editing).
We can mark everything in the folder as read and the unread number changes
to zero.
Our Problem is that those messages are Not There in Outlook. They do not
show up in the right pane at all whether marked read or otherwise. Sort by
date or sender or subject and those messages are not there.
But if using Act, there they are.
