unprotect VBAproject, change library refs?

Dear experts
Is there a way to dynamically remove the password
protection on a VBAproject, and then remove a reference to
an external library? I don't think so, but maybe someone
knows of a way to do this.

I recall trying to do this for an Access VBAProject
without luck.
