unmerge cells when the merge and center button doesn't work

I have an excel spreadsheet that I did not create. I am unable to unmerge a
cell. I have had several people at my office try to unmerge this cell and
nothing works. I was wondering if anybody had any ideas.
 
Is the sheet protected under Tools>Protection?
