"unknown publisher" error in MDE

I have sent an MDE in a zip file to someone (I'm finding out what access
version he's using, but I think XP).
He unzips and runs it and he gets the "unknown publisher" error.
He hits "run" and gets another error saying:
"This file cannot be opened in Microsoft Access. The file is outside the
intranet or another website you can't trust."
Does this error make sense to anyone? How can I make sure people can run
what I send them?
I'm already aware of 2003's Macro>Security>>Low setting but I'm not sure
this error only has to do with that. Are there other things I can do?

Ps. Why is Microsoft making it so troublesome to distribute it's own files.

I think I'm past this as it now seems to work on my client's other
computers.

The "outside the intranet" error is a Windows message, not an Access
one. I do not know its cause off-hand, but some googling will probably
find it for you. Windows XP does mark some foreign files as being -
well - foreign!, so it might be something o do with that. I believe
there is a Unlock button or simliar in file properties (single click
the file, right click, select Properties, look for button).

As for the "unknown publisher" error, you can avoid all of the Access
2003 security errors /without/ dropping your PC's macro security level
to Low. Google this group for posts from me (TC) containing the word
"automationsecurity", for more information.
