Download and install the Vista-specific motherboard chipset drivers
provided by Toshiba. If the doesn't help, ask Toshiba if there's a BIOS
upgrade available to make the laptop Vista-compatible.

Apparently you need to download and install the "Password Utility" or the
"Supervisor Password Utility" for your Toshiba laptop model.

After the installation of Windows Vista a unknown device is visible in the
Device Manager:
