Unistalling program problems

I installed a windows xp step by step practice files
tutorial and completed the practice sessions, which
included "file managemene", installing software &
hardware", and other basic windows xp exercises. However,
now that I want to unistall the program using "adding and
deleting" programs under control panel, I get a message
that not all files could be deleted because they are
either moved or running. However, nothing is unistalled
but only part of the files are where they should be. Any
suggestions?
 
Suggest you try the remove program from control panel AFTER rebooting into
safe mode.
Supposedly the files would not be in use, and could be removed?
