Program has been uninstalled, but program folder still remains is Program
Files, it containing various DAT, BAK, IDX files. Is it safe to remove that
program folder?
There is also program shortcut in windows Start Menu. How to remove it from
there?

Regards.

If you uninstalled the program using Add/Remove Programs and have since
rebooted your computer, it is safe to remove the folder left in Program
Files. For the Start Menu shortcut, right-click on it and then
left-click on "Delete".

It's not uncommon for a program's uninstall routine to leave remnants. If
you have removed it through Add/Remove programs an it removed properly with
no errors, then after a reboot you can remove the folder in program files
and any shortcuts to that program.
