Uninstallation of IE7 under XP Pro broke the scoll bar in Outlook

After installing IE7 through the Windows Component the following happens:

- In Outlook 2003 (Version 11.5608.5606) when I create a new mail (Rich
Text, HTML, Text) the text editor willo refuse to show the vertical scroll
bar on the right hand side.

However, when I go full screen, it works, the scroll bar reappears. (true
for all 3 formats)

This happens when I create a new mail, when I reply and when I forward.

Your assistance is much appreciated.
