Unidentified Icon in Rules, Action column

I have a rule set to forward my email. It has worked for weeks. Suddenly it
is not working. When I go to Rules and Alerts and view my rules, the Actions
column shows an X (that when clicked, deletes the rule) in all my rules but
one. In that particular rule the Actions column has an icon that looks like
a hammer and a wrench crossing in an X pattern. When I click it, it opens
the action options and shows the various options and their associated icon.
There is not one with a hammer and wrench. What is this icon, and what does
it mean?

I have deleted and re-created the rule, but it still puts this icon in the
column.
 
It only displays the type of action taken by the rule. For instance, move to
folder, delete it, sound an alert or "other".
 
Thank you. Your links were very interesting, I've never seen all the outlook
icons listed in one place. I understand that the Action Column displays
actions, but I cannot find anything that tells me what action this icon
represents. It is literally a hammer and wrench crossing with 3 dots under
them. I wish I could attach or paste a screen print but apparently that
can't be done.

If you find an icon of this description out there anywhere, let me know.
 
I know which icon you mean ;-)

Not all actions have a unique symbol. For instance, the action "clear
message's categories". In that case, the hammer and wrench icon is used.
