Unexpected Command Prompt

Yesterday when I powered up my computer as windows opened
up an unexpected command prompt opened with it.

The window of the command prompt reads

C:\Windows\System32\mcc.exe

Inside the command prompt it states

Welcome to Microsoft Telnet Client

Escape Character is 'CTRL+]'

Microsoft Telnet>

Why is this opening up, and how do I get it to stop?

Any help would be appreciated.
