Undesired startup

Hello, group!

I work for a company whose IT interns mix up with Windows
2000-based PCs if you are not present to take of them. One
of them has installed Directx in my PC in such a way that
whenever any user logs on, the file "dxdllreg.exe" is
opened up by Quick View Plus. "Dxdllreg.exe" is not found
in the registry nor in the Startup folders. How can I get
rid of this undesired startup?

1. Don't allow users to have local admin rights on their computers - then
they won't be able to install (most) software.
2. If you can get a copy of msconfig.exe from a WinXP computer and copy it
to c:\winnt or c:\winnt\system32, you can go to start | run | msconfig and
control what starts up on the computer. Otherwise, you need to check the
program menu's startup group and a buncha registry entries.
