How do you underline a blank space as in creating a signature line or data
entry line? I've tried for years to figure this out. I can do it in Word
Perfect & manual typewriter but not in Word.

This excellent article by Suzanne Barnhill and Dave Rado describes a number
of ways to accomplish that aim:

Although it talks about forms, the techniques can be applied elsewhere. I
suspect that the 4th method (look for "Here are a few ways to "draw a line")
would be the most appropriate for what you're talking about.

You can use a tab with an underlined leader, though sometimes the best way
to set up the signature page of a contract is to use a table with the
necessary columns and rows with just the bottom border applied to the
appropriate cells.

Suzanne Barnhill's article explains what I need but I do not have the
"Protect Sections" option - how do I get to it

Your document must contain more than one section before you can protect
specific ones. When you have at least two sections, you'll have that option.
