Hi Mark,
There's no undelete command in any version of Windows in quite a number of
years, that's what the Recycle Bin is for. As you've bypassed it, you need
to try a file recovery tool. Most of them work on the premise that the file
is not actually deleted, just that the space it presently occupies is
allowed to be overwritten. If that has not occured yet, this free utility
may help:

Clue: don't delete from the command prompt.
