unavailable administrative wizards (win2000 server)

Hi,

I've logged onto our server as the adminstrator to Add
User Account under the Adminstrative Wizards, but get the
message "Unable to start application at this time."

I also get the message for: Group Management, Install New
Modem, and Network Client Administrator, but the others
are all available.

Any ideas on why this might be?
