Unauthorized change of administrator password

Is there a way to prevent a user that is a member of the
administrators group from changing the administrator password? This
applies to Windows 2000 Server and Small Business Server
 
NO! ...that's what the administrators are for! ...if you don't want them to
change the password then they shouldn't be administrators!
 
Sort of... This is possible but it requires setting up a custom password filter on the machine. Note however an admin
can uninstall the filter and then change the password. However it will take a couple of reboots for it to be done and
put back.
