I'm setting up a new DNS server in Windows Server 2003. How do I configure
the service to allow clients that are NOT logging into the domain (or any
domain) to register their addresses and read from the service?

On the zone properties in the GUI set the (main or general tab)
to say "unsecured updates" (Win2000) or "secure and unsecure
updates (Win2003.)

Also consider you might be able to avoid this by letting DHCP
do the registrations for such clients (if they can accept DHCP
assigned addresses, even reservation if they require a fixed
address.)

Not necessary. Only updates are protected this way.
