Unable to view file & folder 'Properties' with right click

I have somehow lost the function that allows me to look at
file and folder properties with a right mouse button
click. When I right click, the file or folder name
highlights, the cursor disappears for a second or so, then
returns without opening the normal Properties window. It's
as if nothing happened.

I've searched everywhere for answers - this must nearly be
unique, and driving me crazy.
 
To troubleshoot: left-click to select a file, press
ALT+F10, hit "r". The properties should now appear.
The problem usually lies in your mouse or mouse setup.
Check the Mouse applet in the Control Panel and make sure
you double-click speed is OK as well as the left-handed /
right-handed setting is correct.
If the problem persists try a different mouse, the right
mouse button may be jammed or malfunctioning.
