Unable to use Tool:Internet Option due to restriction?

How do I obtain the ability to once again be able to make
changes to my Internet Option without getting a window
that states I have restrictions-consult administrator, I
ame the administrator.

Also when I turn my computer on I get a window that
states that this computer is lock, it request a password?
But I just press enter and I can log in???

To automatically log on to your computer, click Start, Run and enter CONTROL
USERPASSWORDS2 Uncheck the box Users must enter a user name and
password........... Click Apply. Enter the username, and password for that
user if any, that you want automatically logged on.
