Unable to use IE for 4 minutes after boot

When Windows XP Pro starts up, I have to wait ~4 minutes
for IE to start or to get into control panel->network
connections. Outlook can send and receive mail fine, so
the computer seems to be connected fine.

Static IP (no conflicts)
Gateway is correct
nameservers correct.

Anyone have any ideas?

minutes for IE to start. If I got to Control Panel ->
Network Connections, it takes 4 minutes to load the page
with the network connections.

We just installed DVD burning software, which also takes
4 minutes to load up now.

This is just at the initial boot; after four minutes,
everything loads fine.

that's a little on the long side indeed.

First things I'd try are the general and repair proposals and
those referring to performance problems in
http://www.michna.com/kb/WxNetwork.htm.

The next step, if nobody around here has any further good ideas,
could be a repair installation of Windows XP, followed by the
installation of Service Pack 2.

Tried SP2; no luck. However, after looking at Event
Viewer, I've found the problem. The Web Client service
hangs while trying to start up (and never ends up
starting up). I've disabled it.


Any idea why this would happen?
